Beause most public high schools no longer teach behind-the-wheel (hands-on) practical application. They are now teaching only Driving Theory. Strictly the Classroom component.

Parents are then forced to become the teacher, with no previous experience or training. Parents, of course, have the best intentions, but are not always the best instructor.
